Warren County Flood Risk Information Open House
The public is invited to review preliminary floodplain maps and learn about flood risk in their community.
CHICAGO—Representatives from the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA), in conjunction with Ohio Department of Natural Resources (ODNR) will host an online Flood Risk Information Open House on Wednesday, June 9, 2021, from 5:30 PM–7:30 PM. The event will be presented using the Zoom teleconferencing service and will provide residents an opportunity to review a recently completed preliminary Flood Insurance Study (FIS) and accompanying preliminary Flood Insurance Rate Maps (FIRMs).
The updated floodplain maps are limited to the portion of Warren County within the Little Miami River Watershed.
The Open House will be staffed with representatives from various local, state, and federal agencies who will provide information about flood risk, flood insurance, floodplain development regulations, and the floodplain mapping process. The preliminary floodplain maps will be available to review online during the Zoom conference and through FEMA websites. Once the maps become effective, they will be used by floodplain permit officials, builders and developers, lenders, realtors, insurance agents, and the general public to determine flood risk, develop mitigation measures, and encourage wise and responsible risk management decision-making. Sealed bids will be received by the Board of Franklin Township Trustees, Franklin Township at the Franklin Township Administrative Office, 418 Fairview Drive in Carlilse, until 9:00 am, June 7, 2021 and then at said time bids will be opened and read aloud for the Morningstar Road Culvert Replacement Project.

Questions regarding the technical specifications should be directed to Dominic Brigano, Warren County Engineer’s Office, at (513) 695-3313. Each contractor shall be ODOT prequalified. Each bid shall contain the full name of each person or company submitting the bid and be accompanied by a bid bond for the full amount of the bid or a certified check in the amount equal to ten (10) percent of the bid.

The Warren County Government Website can be accessed by logging onto the internet and typing in the following address www.co.warren.oh.us/commissioners/bids. To access bid project information, under the “Your Government” heading click on the “Board of Commissioners” tab, then click on the “Bid Projects” tab and choose the project you wish to obtain information about. It’s important to understand that a Township is different from a city or village, and even from a home ruled township. Franklin Township is limited in what rules and regulations it can enforce by the Ohio Revised Code. We will hear public opinion and redraft any language multiple times before a final decision is made.
After considerable thought and seeking counsel from the governmental subject matter experts enforcing our resolutions, the Franklin Township Board of Trustees have concluded to not pursue a noise resolution. Please understand Franklin Township has limited statutory authority. The State of Ohio has granted different policing powers within jurisdictional areas of cities, villages and home-rule townships per the Ohio Revised Code authorities. This was a challenging and thorough decision process, we greatly appreciate your understanding.
